There are a number of means available to determine the exposure to a substance.
Employers must measure employee exposure when it is believed to routinely be above the action level (usually 1/2 of the PEL) or the PEL if there is no action level.
This is only necessary if it is believed that limits are being exceeded.
It is not necessary or possible to monitor the exposure to every chemical that an employee uses.
Many chemicals have a characteristic odor which can be used to approximate exposure levels.
Signs and symptoms of exposure may indicate that additional monitoring is required.
Many chemicals may be monitored by use of electronic sensors.
Most exposures may be monitored by collecting samples over a period of time for analysis.
The employee may be sent to an occupational health doctor for evaluation.
In some situations continuous monitoring may be necessary.
If exposure limits are being exceeded, a change in engineering controls or PPE may be necessary.
